Prime Minister Nguyen Tan Dung,
President Dmitry Medvedev,
My colleagues in ASEAN,
A pleasant afternoon to all.
It a great pleasure to take part in this 2nd ASEAN-Russia Summit. Allow me to thank our host, the Government and People of Viet Nam, for the excellent arrangements for this Summit.
We welcome His Excellency President Dmitry Medvedev for coming to our region once again to renew ties with our fellow ASEAN members.
The Philippines views the Russian Federation as a nation willing to work with its partners to foster effective mechanisms for international cooperation.
We appreciate Russia’s giving importance to improving the supervision of the global economy and financial sector.  We take note of Russia’s strong position in the G20 for the development of more effective financial supervision measures to prevent the occurrence of future global crisis, and the need for consistent work to reform the global financial system and implement the decisions made in previous G20 summits.
We support Russia’s accession to the World Trade Organization as this would further accelerate the modernization of her economy and markets.  The Philippines joins ASEAN in encouraging Russia to further modernize and liberalize its economy to help it perform competitively in the liberalizing global economy.
For our part, we will ensure that ASEAN will constantly work with Russia to ensure a productive and prosperous economic relationship through the commencement of regular consultations between ASEAN and Russia economic officials this year.  This will surely be beneficial to the economic welfare and growth of the ASEAN region.
The Philippines sincerely expects Russia to continue her important role in the international multilateral sphere. By strengthening our partnership, ASEAN and Russia can do much in helping address the most pressing issues of our time.
Thank you.
