The appointment of former Rep. Ruffy Biazon to the Bureau of Customs (BOC) could be one of the best decisions made by PNoy.
This latest increase in few good men in the BOC is the one increment that would be gladly embraced by the public.
Ruffy is an unblemished reinforcement to the few surviving good guys in the bureau that has become synonymous to thievery and corruption.
Kung kahandaan lang ang pag-uusapan, matagal ng naghanda si Ruffy laban sa katiwalian at kabuktutan - having been raised by a battle-tested soldier and for completing his own tour of duty in the lower house with a sterling record that earned him a slot in the President's Senate slate.
Ruffy is the son of a well-loved general, to whom he made a promise not to tarnish the family name that was built on solid rock loyalty, discipline and bravery amid adversity.
The barong-clad criminals and their cohorts in the BOC may not roll out the red carpet but Ruffy could rely on his army of covert allies that had prayed that some sense and decency should finally descend on the bureau.
