The Department of Public Works and Highways (DPWH) has directed the contractor that undertook the rehabilitation of Osmeña flyover crossing Buendia Avenue in Makati City to re-do the whole asphalting works, which did not pass DPWH quality standards.
DPWH Secretary Rogelio L. Singson ordered the contractor, Tokwing Construction, to totally remove and replace the asphalt overlay on the flyover, at the contractor’s own expense, as pavement failure due to the asphalt material used started to occur within days from opening the flyover to vehicular traffic.
The contractor has expressed willingness to abide with the order and undertake total replacement.
The repairs, subject to weather condition, are scheduled to start on October 14, 2011 and are expected to be completed in two weeks time.
Secretary Singson has earlier directed the tightening of quality control and assurance in project implementation. Contractors have to assure that their contracted projects are according to plans and specifications and they will be held responsible should defects occur within the warranty period as DPWH will be very strict on them and their material suppliers to improve the quality of Philippine infrastructure projects.
