ARMM SCREENING COMMITTEE
OFFICE OF THE PRESIDENT
NOTICE TO THE PUBLIC
Pursuant to Republic Act. No. 10153, s. 2011 and Executive Order No. 51, s. 2011, the ARMM Screening Committee is calling for applications/nominations for the following positions:
- One (1) position of Officer-in-Charge Regional Governor
- One (1) position of Officer-in-Charge Regional Vice Governor
- Twenty-four (24) positions of Officer-in-Charge Regional Legislative Assembly Members; three (3) for each legislative district of ARMM: Basilan, Maguindanao (1st and 2nd Districts), Lanao del Sur (1st and 2ndDistricts), Sulu (1st and 2nd Districts), and Tawi-Tawi.
Applicants/nominees must possess the following qualifications:
- Proven Competence, which means that the applicant/nominee is capable of leadership and has deep knowledge on, and keen understanding of, the development challenges confronting the ARMM;
- Integrity, or fairness and straightforwardness of conduct, and a high regard for the standards of one’s profession and position;
- Reliability, or consistency in the quality of performance; and
- Probity, or moral soundness and uprightness.
For OIC-Regional Governor and OIC-Regional Vice Governor
- A Natural Born Citizen of the Philippines
- A registered voter in the ARMM
- A bona fide resident of the ARMM for one (1) year
- Able to read, write, understand, and communicate
- At least thirty-five (35) years of age on the day of appointment
For OIC-Regional Legislative Assembly Members
- A Natural Born Citizen of the Philippines
- A registered voter of the district he/shall be applying/nominated to
- A bona fide resident for not less than five (5) years of the district where he/she is applying/nominated to
- Able to read, write, understand, and communicate
- At least twenty-one (21) years of age on the day of appointment
Further, the applicants/nominees must not have any of the following disqualifications:
- Those sentenced by final judgement for an offense involving moral turpitude, or for an offense punishable by one (1) or more year(s) of imprisonment, within two (2) years after serving sentence;
- Those removed from office as a result of an administrative case;
- Those convicted by final judgement for violating the oath of allegiance to the Republic of the Philippines;
- Those with dual citizenship; and
- Fugitives from justice in criminal or non-political cases.
Documentary requirements as required are as follows:
- Duly accomplished application form
- Certification of residency duly signed by the Barangay Captain where the applicant/nominee is living – ONE [1] YEAR for applicants to OIC-Regional Governor positions and FIVE [5] YEARS for OIC-Regional Legislative Assembly Members
- Certification of voter’s registration by the Commission on Elections
- Clearances from the National Bureau of Investigation
- Sworn Statement Attesting that No Administrative, Criminal, or Civil Charge has been filed or if there are pending cases against the applicant/nominee, an executive summary of such charges or cases, together with supporting documents.
In order to engender a public ethic of non-partisanship among the appointed OICs, the screening committee shall give due preference to prospective applicants and nominees who will have no intention to run for any elective position in the next ARMM Election.
For nomination/endorsement of possible candidates to the said positions, please accomplish and submit the prescribed form with attached prescribed application form duly signed by the nominee and other documentary requirements.
Deadline for submission of applications/nominations is at the close of office hours of August 26, 2011.
Late and/or Incomplete submissions will not be processed/screened.
Previous applicants are instructed to resubmit their applications using the prescribed application forms together with the complete documentary requirements as stated.
Application and nomination forms are also available for download at the Department of the Interior and Local Government (DILG) website at HTTP://WWW.DILG.GOV.PH.

Submit all applications and nominations together with the complete documentary requirements to the Screening Committee for ARMM Officers in Charge Thru the Office of the Assistant Secretary for Mindanao Affairs and Special Concerns at 9th floor, A. Francisco Gold Condominium II EDSA Cor. Mapagmahal St., Diliman, Quezon City. Applicants can also submit their applications at the following offices: 1) DILG-ARMM Office, ORG Compound, Cotabato City; 2) DILG-KIDAPAWAN Office, Capitol Compound Amaz, Kidapawan City; 3) DILG-Zamboanga Office, Pettit Barracks, Zamboanga City.
All the submissions in the above-mentioned offices will be forwarded to the DILG Central Office.
