Today, I formally tendered my resignation as Customs Commissioner effective September 16. It has been an honor and a privilege to have served President Benigno Aquino III and the Filipino people. The opportunity to become an agent of change—even for just a short period of time—was a dream come true for which I will be eternally grateful to both the President and Secretary Cesar Purisima.  I wish the Bureau of Customs and my successor the best, and with it comes a sincere offer of assistance to ensure a smooth transition.
I believe the President has made an excellent choice in incoming Customs Commissioner Ruffy Biazon. Congratulations and best wishes to him. I believe his partnership with General Danny Lim, the incoming Deputy Commissioner for Intelligence, will go a long way in sustaining the momentum we have built towards the transformation of the Bureau of Customs into an efficient, ethical, and professional organization.
